You can use this online submission form to provide feedback on the questions in our Consultation Paper.
We want to know what you think about hate crime law in Aotearoa New Zealand. Your feedback will help us understand the experiences and perspectives of New Zealanders. It will help us decide whether the law should be changed and what any changes should look like.
We encourage you to read our Consultation Paper or summary document before making a submission. While completing the online submission form, you can view the relevant chapter of the Consultation Paper at any time by clicking the link at the top of the page. On each page of the submission form we also provide some background information to help you answer the questions.

Threatening, abusive or unlawful communications
We need to keep our people safe. If a submission contains information that is threatening, abusive or unlawful, we will stop reading it and disregard its contents.
Submissions close at 5pm on 13 March 2025.
What happens to submissions?
If you send us a submission, we will:
- consider the submission in our review; and
- keep the submission as part of our official records.
We may also:
- refer to your submission in our publications;
- publish your submission on our website; and
- use your submission to inform our work in other reviews.

Publication of submissions on our website or in our publications
You can request that we don’t publish your name or any other identifying information in your submission. You can also ask that we don’t publish other parts of your submission (for example, information that is sensitive and personal about you).
If you request this, we won’t publish those details or parts of your submission on our website or in our publications. If you don’t make a request of this kind, we may publish your whole submission or any part of it.
Requests for official information
Information held by the Law Commission is subject to the Official Information Act 1982. If we receive a request for information that includes your submission, we must consider releasing it. In evaluating whether we are required to release your submission, we will take into account any request you have made that we do not publish information on our website or in our publications and any reasons you gave for that request. We will also try to consult you.
Privacy Act 2020
Information supplied to the Law Commission is subject to the Privacy Act 2020. Your submission may contain personal information. You have the right to access and correct your personal information.
How to get started
Click the button below to start the online submission form. Remember to click “Save your answers” when you complete a section. You can go back and edit your answers by clicking on any of the question tabs on the right-hand side of the page.
The form asks a range of questions. You do not need to answer them all. You are welcome to focus only on topics that concern you or about which you have views. You can navigate to the questions you are interested in by using the chapter tabs on the right-hand side of the page. Some chapters do not have their own page because they do not contain any questions.
You will also be able to review all your answers at the end of the form before you click “SEND YOUR SUBMISSION”.
